Well, for starters you would look at all of the bagel deals, and find the cheapest few. Most likely in stores, you can find deals that are cheap when the bagels are in bulk. For example, if the store is selling 6 bagels for $4, then to get 11 bagels, you would pay 8 dollars (i do not know  if the solution should count tax or not), but if the store was selling 15 bagels for 7 dollars (maybe a different brand, or it is on sale), (also since there is alot , it may be cheaper). You should consider  brand, location, and quantity.
