Something with potential energy is something that has the "potential" to have energy. For example, a ball on top of a hill has the potential to roll down said hill. A ball rolling across the floor is already exerting kinetic energy, and a book sitting at rest up on a shelf has the potential to fall down. Anything at rest on the floor will not move unless direct force is applied.
