What we infer about polar bears with this competition and lack of diet is that since the polar bears don't have much competition in the water, they believe they have enough food for themselves in the water. But, they want to feed on land based diets that are lower in fat. They embark on terrestrial hunting which shows that they are not satisfied with what they have in water. They choose to eat the little that the grizzly bears are managing.
