This question is taken from the story called 'La Juanita' which is a short but colorful story that tells us about Mandeville which was a small town where regatta, the race of ships used to be held.
La Juanita from from the title is the name of a ship and at the same time the name of a girl whose beauty can hypnotize.
Now, in the story the author emphasized not being a mandevillian may make one not appreciate or understand certain aspects of the story. This was to show that captain Mercer Grangeman with her name and colors was foreign and could not understand the story.
