plainly said, an insomniac is a person that cannot sleep frequently. so it is not the second option. it cannot be the first option because if we are talking about a person, if you never actually slept you would die after a week or so. the third option is best since it's like saying "They could not sleep frequently and stayed up for long periods of time" which is what an insomniac does
