If this is a test, I think the best answer should be true.
But if you’re thinking of it on the ungraded prospective, it could be both. Sometimes people ignore someone because they believe they said or meant something the other person didn’t mean. Sometimes someone could physically harm a person, causing the person to ignore them. Or other times people ignore others due to unwanted feelings they develop around the other person, such as if someone had a “crush” on someone they could ignore the person because that is a unwanted feeling. So yes, on the test the most logical answer should be true. But not every situation can be fixed by proper communication.
