What is Rule of law?

Rule of law is the restriction of the arbitrary exercise of power by subordinating it to well-defined and established laws. Even the executive orders are subjected to scrutiny by the Congress. Since, America remains the country with the oldest democracy, such absolute power may not be effective and could become difficult to exercise.

Therefore, the difference is the enforcement of the rule of law.
