Most of the bases do not dissolve in water but some bases dissolve in water. Those which dissolve in water without any chemical reaction are called, Alkalines.

Note: Not all bases are alkaline, which only dissolves in water are called alkaline.

Decide what she should add to the soil to neutralise the pH.

Since, the soil became too alkaline for which the plant is unable to grow properly. To neutralise this, she should add a little amount of Sulfur (acidic) to it. So that the pH will be neutralised.
