A base is a substance which dissolves in water produce Hydroxide ions (OH-) in solution.
Example:-
[tex]NaOH(s) \overset{water}\longrightarrow \: Na^{+}[/tex](aq) + [tex] OH^{-}[/tex]

Most of the bases do not dissolve in water but some bases dissolve in water. Those which dissolve in water without any chemical reaction are called, Alkalines.
Note: Not all bases are alkaline, which only dissolves in water are called alkaline.
