France was the richest kingdom, but the king was not able to raise enough money to cover his debts because of insufficient financial system. The system was financially unsound and socially disruptive, due to which people start disliking French monarchy.
It was very obvious to many king's ministers that the only solution for this problem was to rationalize the tax system, stop relying on the sale of privileges, and impose a tax on wealth for all classes of people.
