What I think about the given statement is that it is true as deterrence that is based on only the threat of retaliation would not stop rouge states from attacking.

What is Deterrence?

This refers to the security measure that is used to show the power and might of a country or person to prevent others from attacking because of the possible retaliation.

Hence, we can see that while deterrence is effective, but an over-reliance on it based on threat of retaliation may not be very effective against rouge states.
