The Framers of the Constitution designed the Senate to filter the output of the sometimes hasty House. Yes, this was in spirit a wise idea as it enhances the democratic legitimacy of bills and encourages building of consensus.

The US legislature, also called Congress, is the legislative branch of the government. It is bicameral, consisting of the House of Representatives and the Senate. Bills may be introduced in either house and, if passed, is sent to the other house which may pass, reject or amend it.

When there is any difference between the House of Representatives and the Senate on proposed laws, a conference committee composed of representatives from both houses meet to arrive at agreements.

If there is a compromise, the bill is reserved and passed by both houses and sent to the President for his assent.
