The Soviet Union at the time of this speech, was under the leadership of Mikhail Gorbachev who had spoken of his desire to reform the Soviet Union and its ideas on Communism. President Ronald Reagan and Mikhail Gorbachev "agreed to eliminate certain types of Soviet and American missiles in Europe," since this was embodied in the "Intermediate-Range Nuclear Forces Treaty" which was signed by the two leaders.
He had passed significant reforms such as freedom of speech and seemed committed to the reforms he spoke of. President Reagan therefore inferred in his speech that if the Soviets really did want to move in the direction of reform, they should show it to the world by tearing down the Berlin Wall.
