The Lusitania was sunk in May 1915, and USA didn't join WW1 until April 1917, nearly 2 years later. 1915 was an election year,and Wilson was planning to run on an isolationist platform to get himself re-elected, so had no interest in joining in the war in 1915 for political reasons.
