Some members of Congress thought the Constitution gave too much power to the national government forcing the states back into tyranny.
There were members of Congress called Anti-federalists who worried that the national government got too much power at the expense of the state government. The worry was that the national government would abuse the rights of the people and the states in a tyrannical manner.
Such a worry came about as a result of the way the British treated the colonies and so these members of Congress demanded a Bill of Rights to ensure that state power would be protected.
