When an IRB is assessing a research study, it should take into account whether there is a power imbalance between the participants and the researchers and if the population of possible subjects is sensitive.
The federal regulations mandate that IRB pay special regard to safeguarding the welfare of subjects who are more vulnerable, such as minors, pregnant women, inmates, people with mental disabilities, or those who are less fortunate economically or educationally. Only those risks and benefits that could arise from the research should be taken into account by the IRB when evaluating risks and benefits. Subject risks are kept to a minimum. Procedures are in line with solid research design and don't put people in danger needlessly. When appropriate, the study makes use of already-done diagnostic and therapeutic methods.
