When Carnegie talks of "the problem of the Rich and the Poor," he means that Rich people should help poor people because they are all people.
Andrew Carnegie was one of the richest men in America and he believed that the rich should use their wealth to help the poor.
He said that both the rich and the poor were suffering from a problem of inefficient wealth distribution which meant that the rich had to balance this out by sharing their wealth with the poor which was something he tried to do.
