Nominal scale only has the description characteristic, which means that each object has a distinct label that identifies or assigns a value. When used for identification, there is a tight one-to-one relationship between the numeric value given to an object. In a racing circuit, for instance, cars have numbers inscribed on them. The numbers are just present to identify the driver linked with the car; they have no bearing on the features of the vehicle.
However, when a nominal scale is used for classification, the numbers given to the items act as tags to classify or arrange the objects in a hierarchy.
