The House party leadership has control over access to the floor, but the Senate party leadership does not. Senate party leadership does not have as much influence over its members as does House leadership.

The United States Senate is the upper chamber of the United States Congress, with the House of Representatives being the lower chamber. Together they compose the public bicameral council of the United States.

 The composition and powers of the Senate are established by Article One of the United States Constitution. The Senate is composed of legislators, each of whom represents a single state in its wholeness. Each of the 50 countries is inversely represented by two legislators who serve staggered terms of six times, for an aggregate of 100 legislators.

The vice chairman of the United States serves as presiding officer and chairman of the Senate by virtue of that office and has a vote only if the legislators are inversely divided. In the vice chairman's absence, the chairman pro tempore, who's traditionally the elderly member of the party holding a maturity of seats, presides over the Senate.
