The formal method for ending a filibuster is cloture; it requires the approval of sixty senators.

By use of the filibuster, a vaguely defined word for action intended to extend discussion and prevent or delay a vote on a bill, resolution, amendment, or other contentious matter, has been made possible by the Senate tradition of unlimited debate.

In order to terminate a filibuster, the Senate uses a mechanism called "cloture" that caps the amount of time that a bill can be discussed further.

In that same year, the Senate passed a rule allowing a two-thirds majority to invoke "cloture," which ends a filibuster.

In 1975, the Senate changed the threshold for cloture votes from two-thirds of senators present and voting to three-fifths of all senators present and voting, or 60 of the 100 senators.

For the majority of questions, a majority of three-fifths of senators properly elected and sworn in is needed (60 votes if there is just one vacancy in the Senate).

A motion or resolution to change the Standing Rules of the Senate must receive the support of two-thirds of the senators present and voting in order to be cloture.
