Some have suggested desalination technology as a means to increase that supply, reducing the stress on a river that supports a rising population from Wyoming to Mexico.

The Southwest of the United States is extremely arid; why is that?

There are essentially two factors to the west that keep that moisture away. We are cut off by Mexico from any moisture that may be rising in the region from the south. The Sierra Nevada mountains above California, Oregon, and Washington state present another challenge.
