3) Identify Capability Goals: Determine the level of capability the community plans to attain over time in order to manage the threats and dangers it faces using the impacts found in step 2 of the analysis process. Based on this intended level of capability, develop capability targets for each of the main capabilities by defining impacts, goals, and timeline criteria.
