I would say the answer is someone related to jingoism because jingoism relates to harsh foreign policies like imperialism

I am not 100% sure, but it is most likely Queen Lilioukalani because she was very hesitant about when Americans made a temporary government in Hawaii, for Sugar cane reasons, (of course). I was learning about this in class today.
