I'm pretty sure its the last one. No major fish kills occurred.
i looked it up and apparently the hurricane helped the fish rather than killed them... basically hurricane Floyd just moved the fish and shrimp out to sea. if I'm still wrong please let me know

The hurricane Floyd hit the East coast of the United States during the year of 1999. It caused tremendous damage in its path.
