Key resources, ease of defense, proximity to transportation and trade routes.

Answer:

There are several factors that are taken into account when deciding the ideal place for the location of a city. The three most important factors to make this decision are:

1- The existence of exploitable natural resources, such as water, arable land, mining resources, etc; and a favorable climate that allows such exploitation (for example, the South Pole is a territory very rich in natural resources but its climate makes life in that place impossible).

2 - The proximity of that territory to water courses that allow navigation and, therefore, connect that territory with neighboring territories, thus promoting trade and mobility between territories.

3- The breadth and adaptability of the land to be able to plan and build a certain amount of buildings.
