I believe the answer is C. all immigrants were forced to sign a statement supporting the tolerance  I'm not 100% sure though but it seems like the best option

During the 1600s, in the Colony of Virginia all immigrants were required to be members of the Church of England.

In 1619, the Church of England was established as the official religion of the colony. Although there was some attempt at religious tolerance, in the middle of the 18th century there was a great religious persecution of both Baptists and Presbyterians.
