He wanted to keep people in the Soviet controlled parts of Eastern Germany from leaving, or fleeing to the Allied Controlled Democratic parts of Western Germany. He knew that if people left Eastern Germany, they would never return.

Khrushchev claimed that the wall was erected to protect its population from fascist elements from West Berlin that conspired to avoid the popular will to build a socialist state in East Germany. Although, in fact it was built to avoid the massive exodus of the Eastern Block's inhabitants towards the freedom they found in West Berlin, the exit gate of Soviet influence.
