The line is presented in y=mx+b format, where m is slope and b is the y intercept. Use b, or -8 in this case as your starting point. Begin at -8 and use m to graph two more points on either side. The m is actually a fraction, like any whole number. it has an understood 1 underneath it, like 3/1. This is you're rise / run, or slope. A positive slope means the line in the graph will move from the bottom left corner to the top right corner of the graph.
So beginning at -8, move 3 units up (rise) and 1 unit right (run). to graph the next point. Now starting at -8 again, move 3 units down (rise) and 1 unit left (run). These are you're next two points. So after you've done this you should have a line that goes from (-1, -11) , (0, -8) , (1, -5). I hope this helps!
