I think transporting spent nuclear fuel will post a more serious environmental threat rather than transporting toxic chemicals. If nuclear waste leaked it can't be cleaned, but only covered. But, even though you covered it, it will still affect the surrounding environment for long period of time (why? because nuclear waste takes billions of years to decay). I hope that this answer your question, I'm sorry if I'm wrong in some way but this is just my best answer based on my understanding toward nuclear fuel.
