Hiroto held the graduated cylinder up at wrong position and recorded the volume as 32 mL but the actual volume is 30 mL.
To properly read the volume, follow the steps:
1) Keep the graduated cylinder on a flat surface, table etc. and view the height of the liquid in the cylinder with your eyes directly level with the liquid.
2) The liquid will tend to curve downward, which is known as the meniscus.
3) One must always read the measurement at the bottom of the meniscus
