In order to be testable, scientific explanation need to have either quantitative or qualitative measure that can be used as a basis to determine the result of the test/research.

For a scientific explanation to be testable, it must also be capable of being proven wrong, when analyzed using significant information. It is the initial building block of a scientific method, and must also be falsifiable. It can provide a solution to an unexplained occurrence, but may also be wrong.
