because if it is a high in product or people are demanding for it, there needs to be enough to supply all those who are wanting to purchase it. Also so they can keep track of what is going into there country.
Answer: Ok here's an example
Say if a country needed something, say medicine, because the people there were getting sick but that country had nothing to give all the sick people so people just kept getting sicker instead of better. That country could order or ask a neighboring country for some medicine and supplies to help the people get better.
