eg: 2*7 + 2*w=16
     
⇒14 + 2w=16
     ⇒w=16-14/2=1inch
If l=8, then
    2*8 + 2w= 16
⇒w=0 
So it wont form a rectangle
If l=9
2*9 + 2w=16
⇒w=16-18/2
⇒w=-1
And width or length can't be negative.....
