It's true, the sun does not normally affect the tides to a noticeable degree. However, under certain circumstances the gravitational pull of the sun does affect the tides. This happens during spring tides and neap tides. The former occurs when the gravity of the sun strengthens the moon’s gravity — during full or new moon. The latter exists when the sun’s gravity is operating against the moon’s gravity — on first and last quarter moon phases.
