This speaker is guilty of  building on an unproven assumption fallacy in reasoning. The information which is represented by the speaker is not supported with any evidences of proofs that this information is actually correct. It seems like this person has made such conclusions by following some personal opinion that is based on his/her life experience so the statement is unproven.
