2x + 3 < 19 and 2x − 3 ≤ -7 :
the system :
2x + 3 < 19 .....(1)
2x − 3 ≤ -7......(2)
by (1) : 2x < 16
             x < 8
by(2) : 2x  ≤ -4
           x ≤ -2
conclusion :   x < 8 and  x ≤ -2
The solution set  is : x ≤ -2
