In this speech, Andrew Jackson uses negative connotations when he refers to American Indians. Jackson wants the reader to agree with his view of Indians as uncivilized, wild people. He refers to them as "savages." The use of connotation in this example allows Jackson to convince people of the need to  "civilize" and "educate" such people, which would encourage support for Indian removal.
