Let's set it up like this:

Multiply both sides by 10.
[tex]3a\cdot \:10+1\cdot \:10=-3.6\left(a-1\right)\cdot \:10[/tex]
[tex]30a+10=-36\left(a-1\right)[/tex]
We are now going to do the Distributive property, in thise case, we are going to multiply [tex]-36[/tex] by the inside of the parenthesis.
[tex]30a+10=-36a+36[/tex]
Subtract 10 from both sides.
[tex]30a+10-10=-36a+36-10[/tex]
[tex]30a=-36a+26[/tex]
Add [tex]36a[/tex] to both sides.
[tex]30a+36a=-36a+26+36a[/tex]
[tex]66a=26[/tex]
Divide both sides by 66.
[tex]\frac{66a}{66}=\frac{26}{66}[/tex]
Our answer would be:
[tex]a=\frac{13}{33}[/tex]
