The answer to the question above is the third option: the growth of the unskilled workforce as a result of immigration. Basically, the union membership was open for everyone may it be for the skilled and the unskilled workers but due to immigration, the membership of these workers has declined because they have been distributed to different parts of the world. This resulted in being largely disorganized.
