If a male has one copy of a X linked recessive allele for a genetic disorder does he have the disorder?

It is likely that he does. (I'd just say yes that he does have the disorder).

With regards to X-linked, recessive disorders, in a person with one X chromosome (most males), only one copy of a gene must have a mutation. A female with a mutation in one copy of a gene on the X chromosome is said to be a “carrier” for the disease. This means they can carry the disease to future generations, but do not have the disease.  But, a male with a mutation in a gene on the X chromosome is typically affected with the disease.
