The answer is the Jews.  During the entry of the US into the World War I, they were targeted by anti-semites as "slackers" and "war-profiteers" accountable for many of the ills of the country. For instance, a U.S. Army manual printed for war recruits stated that, "The overseas born, and especially Jews, are more suitable to shirk than the native-born." When ADL representatives complained about this to President Woodrow Wilson, he ordered the manual recalled. The ADL also on a movement to give Americans the facts about military and civilian contributions of Jews to the war effort.
