We use metaphors when we take a word or a phrase to refer to something else, whether by symbolizing it or suggesting that is similar to another thing, person, idea or quality. Thus, they can not be taken literally.
When a commercial compares dry skin to a desert, it is using a metaphorical language, as it is using a "dry skin" to refer to something else "a desert".
