This description of Mrs. Bertha Flowers shows that she is very proper. She is described as having the appearance of warm in the coldest weather. This shows that in actuality she may not be warm, which eliminates wealth as an answer. If Mrs. Flowers was wealthy she would be warm, not just appear it. We don't see any indications of authority or privacy in the passage at all. The way a person dresses and carries herself is a part of her culture. This is what Marguerite values.
