Confucius's passionate concern for ethical behavior on the part of officials and rulers arise at a time when the size and power governments were growing because an ideal ruler will suit everyone. His concern for ethical behavior of the ruler is a guide for the officials and rulers when they will already have the power in the government. When the government will have already the full power over the people, they need to be ethical based on Confucius's teachings.
