You should turn your wheels at full lock and in the opposite direction to the road/people.

For example, in a camping situation you would face your wheels away from anyone's camp. On a road, full lock away from the road.

In case this isn't obvious, this is so that should the brakes fail, the car will not veer into traffic or people. It is also a good idea to put the car in reverse so that if the brakes do fail, the engine will provide resistance and prevent the car from free wheeling.
