It is very simple, the congress has to approve budget allocations for various presidential policies. If they dislike what the president is doing, they can just cut off the budget and the president can't do anything about it. For example, if the president supports humanitarian work in another country and the congress things that the money could be better spent, they could prevent him from getting money which would end the humanitarian help.
