That looks very much like the description of a location on the Earth's
surface, using the familiar latitude and longitude coordinate system.
If that's what it actually is, and we use the description to find the point
on a globe or a map, we find that the point is located in south-central
China, about 73 miles southeast of the center of the city of Chengdu,
98 miles west-northwest of the center of the city of Chongqing, and
940 miles southwest of the center of the capital city of Beijing.
While I have my maps out, I can tell you that the point is also roughly
1,880 miles west of Tokyo, 4,060 miles east-northeast of Jerusalem,
5,200 miles east-northeast of Paris, and about 7,670 miles almost
straight north of Washington DC.
