The two main reasons the US government believed it needed to address health care in the United States is because healthcare costs continued to rise dramatically, and because more and more people who couldn't afford healthcare were simply going into emergency rooms and not paying. 

With so many people uninsured, healthcare costs were growing rapidly. Also, health insurance companies were creating some unfair rules, such as charging women higher premium than men, not covering certain procedures, dropping coverage for people who need extensive care, or refusing to insure people who have pre-existing conditions. The PPACA has many critics, but the law aims to fix these and other problems.
