8.25 * 10^3 = 8250


since ur exponent is positive, u move the decimal to the right...and since the exponent is 3, u move it 3 spaces to the right of ur decimal....8.25...moving the decimal 3 spaces to the right makes ur number 8250
examples :
2.3 * 10^5....move the decimal to the right 5 spaces, = 230000
5.67 * 10^4...move the decimal to the right 4 spaces, = 56700

now if ur number has a negative exponent, u would move ur decimal to the left.
2.3 * 10^-3....move ur decimal to the left 3 spaces, = 0.0023
5.467 * 10^-5....move the decimal 5 spaces to the left, = 0.00005467
