I believe D is correct, but don't take my word for it.
This part of the constitution was added because legislators are needed to be on duty when the General Assembly meets. Certainly people who serve and have served in the military are appreciated and respected. (Many in the General Assembly and other branches of the government have served in the military.) The thought, though, is that while both jobs are very important, the people elect a person to represent them in the Legislature, so that person needs to be there while it is in session. Also, remember that the U.S. Constitution- not the Georgia Constitution- determines who controls the national military.
