I'll answer it the best I can.
Emotions are mostly primary. Just take a baby for an example, babies naturally know how to cry. (That is sadness) They also know who to laugh at something funny. (that is happiness) Babies can't be taught their emotions when they are first born, so emotions are primary. 
But that being said, some emotions are learned. Like our moods. After you get older, you start to learn different things and have feelings. Sometimes your happy and excited. Other days you are moody. You don't want to talk to anyone and your really ticked off. Babies can't feel that until they start to learn.
I would just say the are primary because if we didn't already come with emotions built in, we would just be dry, dull people with no personalty.
I hope that helps since last year I spent a whole unit on how the brain works. I find brain function really interesting. Also, that I learned was middle school and what your asking is high school. :-)
